    The problem with being a cut and dried enginerd is you miss the punny stuff. Sailboat is wind driven and there is a lass there on a winch, thus, windlass. In the oil field, they call that style of hoist, a cat head. They have mangled more than a few operators.

    Any screw with a flat or oval head is measured overall length. Any screw or fastener that is not flat or oval head is measured from under the head. The longer one would likely be called out as 1 5/8".

    Before you get carried away, do a test on a straight road without much camber. Try to drive it straight with the steering wheel on center. Pay attention to it not wanting to be centered as in as soon as it gets to center, it pops over ever so slightly to either side requiring constant correction...

    Winches are not rated for overhead lifting. A hoist can be used as a winch, a winch can not be used as a hoist.
