95 5-speed wrangler has no speed up hill

I have a 95 Jeep Wrangler 5 speed and going up hill has really no speed even when dropping down to 4th gear.
@Chris is right and the YJ forums is likely a better bet but, from the sounds of it looks like a regear is in order. I had an 87 YJ with a 4 banger and 3.07's and it couldn't get out of its own way. The fastest it ever went was being flat towed behind my truck (not joking). Top speed under its own power was 60 mph.

It did have 33x12.5" tires though so that wasn't making things any better in my case.

I totally agree. When I bought my TJ it still had 3.07 gears & the PO put 33”/12.5”R15 tires on it. It actually went faster in 5th gear than it did in 6th.
‘MUCH better now with 4.56 gears. Also, regearing is the perfect opportunity to install some upgrades like Tru Tracks or lockers & chromoly axles because they’re in there doing the regear anyway so you will save on labor costs.
