Are these bolts supposed to be unevenly seated ?

In the middle of replacing my valve cover gasket and noticed these bolts with square heads are not all uniformly seated , it appears to alternate between the four bolts

Yes and you need the special height gauge you set on both sides that straddle the rocker arms and gives you an exact dimension down to the top of each one. If you let them get that far out of adjustment, you will cause catastrophic damage.

@mrblaine I’m confused , are they supposed to all be seated the same ? Two seem evenly high and two seem evenly low

Not bolts, they are plugs. Height is irrelevant
