I think duratrac in a 35 or 315 for 17 inch rim comes in load ranges E and D respectively.
35 is 34.8"

Yep, I stand corrected, it's a load range D. Still, not bad. My D load range tires ride much nicer than the Es did.
I'm running 37s. Pretty much stuck with a load range D or E.

You're just not inflating it enough. If you take one of those "12v truck tire inflators" that are rated to a few hundred PSI you should be able to make it a true 35.
I've been mildly curious about how much of a size/psi difference there is been a cold and a warm tire, or what happens when I drive from 5k to 13k feet above sea level.
I've watched the PSI change on truck tires with the dash psi monitoring (Chevy Silverado). It can change a psi or two as the tires change temp even under heavy trailer and bed loads.

Blaine uses fox shocks, they’re outboarded, I believe 12” in the rear with remote reservoir

Those are Fox Factory Race Series 2.0 Smooth Body shocks.
They won't fit on a stock TJ. You have to outboard the front and rear shock mounts in order for them to fit, among other things. Definitely not a bolt-on affair.
Sorry I should have clarified. What shocks would you recommend for an LJ outboarded just like this. The next mod on my list is rear outboard.
For an LJ with a rear outboard, get the same shocks I linked to above. Those are probably the most commonly run shocks for outboarding.
I have them on mine as well (which is also outboarded), and they ride fantastic.
I would suggest getting them from @pcoplin as he is the suspension guru. He can tune them to your liking just like he did with mine. It makes a world of difference. Anyways, talk to him, he will hook you up!
You can outboard any shock. Most do it so they can get more travel and use basic shocks to do so, I do it so I can put a high quality shock on there. Most done with 12 inch 2.0 smooth body shock, any brand you like really: Fox, Radflo, King, SwayAway,ect.

You came highly recommended from others (that's how I found you).
Not sure if they are 8” or 8.5”, but they are definitely 17”. They are the factory JK Rubicon Moab wheels.
