They do, but after some research, it seems the only ones available are for JK/JL's. If it was for me, I would make one of those fit on my Jeep TJ, however I am looking for gifts for folks that are not necessarily so mechanically inclined, where cutting and drilling are concerned.

Thanks Chris, yeah, I saw that one, but was hoping for something in aluminum, and these don't have the best reviews. One guy dumped his in the trash. I may have start manufacturing them!
That makes sense. I have the fortune that my son decided to become an airframe guy for the jets. He is learning all sorts of aluminum work.

The Frontrunner drop down table for JKs works for TJs as well. I have one, P/N TBRA027, that I purchased online in June, 2018 for $126.

I made one. The OP is looking for gifts. I dont know of any that dont require drilling.
I did also but the PO is looking for gifts for people "not mechanically inclined". I'm assuming that means no custom cutting of wood or metal to work around the brake light wiring cover so I was referring to bolt on solution rather than fabricated.
Yes, here's the one I designed and built. Mine has a Molle panel that hinges when the table is deployed, a slide-out table extension/cutting board, and a cutlery keeper mounted to the tailgate behind the stowed table. This video was taken with the table installed on a TJ tailgate in my workshop, I haven't installed it on a Jeep yet.
