I put a jack under the spring perch on mine and it rotated right back into place. No ratchet straps needed. -

Did you try using track bar as a lever to put into right angle? I did that when I was installing my HP Dana 30.

You might want to try the test again with turning the wheel back & forth (10 to 2) more quickly. Once it starts moving, you won't notice...
