I believe you will need the steering box from a 2003+ as well as the skid plate to put the 2000 body and drive train onto the newer frame. If you can shift into any gears while engine is idling then I would check the transfer case shifter to make sure it's not in between 2wd/4wd positions.

Looks like an aftermarket top. Factory TJ's windows have cloth along line of factory rear bows.
