God I love this forum! I had the same mystery strap. Mine was obviously taken off when the paint shop installed the fiberglass hood.

Its weird that it only oxidized on the steering column trim. Maybe a bad batch of abs at the factory.

This is going to sound crazy, but you should try amazon for tires. My local tire shop said the duratracs I wanted for my tacoma were on national backorder. I went on amazon and ordered them direct to his shop. They showed up 3 days later.
