    Used a stethoscope today to ensure actuator is getting to a stop position. Had to pull the relay on the blower to eliminate the nose from the fan. All good.

    The actuator for the blend door is not vacuum operated. It is a slide cable on older models, and on the 2004 it is a an electric actuator. (The doors that control which vents the air goes into and out of the system are vacuum operated.)

    Another possibility is that the air path through the heater core is blocked. Maybe leaves or some other sort of debris. That would prevent air from going through it and warming up. That seems unlikely if a new core was installed this past summer.

    That is way too high for just head gasket. I had a remanufactured Jasper 4.0 installed by a certified shop in my jeep in March for $5233 compete with a 3yr/100,000 mile warranty. I'd find a different shop than the one quoting you $3700.

    If you can move it freely, and it isn't changing the temperature of the air coming out of the vents with the jeep running, I'd suspect the door is no longer attached to the part you are moving. If you can you rotate it more than 180 degrees, that would pretty much prove it isn't properly...

    The dial that selects which vents the air comes out is not the control that operates the blend door. The one that operates the blend door is the one that selects between red and blue.

    If air is coming out the vents, and the water lines going in and out of the heater core are hot, then it about has to be the blend door isn't opening. That is where I would start looking. If the actuator is moving, then the door may be broken off inside.
