Both. While there are dunes, they are rather small and vehicles are not permitted to drive in them. The flat portion of the beach that does allow vehicles is actually a Washington State highway with a 25MPH speed limit and all Washington State laws of the road still apply.

So I just got back from the highest rated shop on Yelp (they just happened to be about 2 miles from work) and he quoted me a full 8 hours to get the job done right and between $700-$800 bucks!! Talk about PUCKER-POWER!!!
