    There is a nut inside the frame. Usually tack welded. By tack welded it is just a little spot weld so not very strong. Unprotect weld rusts and breaks. Nut is probably spinning freely inside the frame. Two options I can think of 1. Grind off paint, push bar up to frame and weld it there. 2...
