I misread your question. I think the outer wrap that got pulled tight happened to be overlayed with the end of the cable at the attachment. It cinched it down incredibly tight through a couple layers on the spool and was pretty hard to unspool.

I had the cable hook attached to a shackle that was on the flat tow behind emergency cable attachment point. Bent that pretty good! In this pic it's just got a Velcro strap holding it in place.

Thanks. I found the issue. It was pretty obvious once I was able to stand in front when it made the noise. I was looking at the starter etc but it was actually the winch. For some reason it was engaging for half a second every now ant then. Bound itself up pretty good too. I disconnected...
