Lift before tires, I have a 04 Tj went with a 3.25 inch RC with shocks and springs (body lift is never a good idead gives no clearence and can run into problems easy). I am now running 35s with 15x10s and they are great I have aftermarket flares before hand but i dont see any problem with stock...
