what part of the whole shebang is used to adjust length?

The threaded sections and nuts allows the cable to be adjusted against the fixed position of the brackets. Look at the lever on the transfer case, figure out which way it needs to move to engage 4-low more fully, and adjust the cable position against the bracket position as necessary.

That isn't adjusting the cable, it is adjusting the cable housing. The cable length is adjusted with it in the same mode at both levers. The cable housing is adjusted for throw or how far the levers get moved.

So I messed up pretty bad, I was putting the TC shifter in and I dropped a nut between the transmission mount and the transmission, so I had to take the transmission mount off the transmission so I could get the nut, while doing so I stripped 2 of the holes for the tranny mount bolts, so now I gotta tap new holes into the tranny, uhhhhhhhhhhhh

Do I need to tell you which direction to turn the tap?
 
Not. For a regularly driven vehicle, I think it's foolish to not have a serviceable spare tire (and know how to change it). It's one of those things that's better to have and not need, than to need and not have.
I get that, and thats what is making me question removing it, but when ever I hit any sort of bump my entire tailgate rattles, its slowly getting harder to close as well.
