Brake pad doesn't seat

Any ideas why the top of this brake pad sits the way it does?

I put a set on my daughters car, not a Jeep. The paint they put on it was so thick it wouldn’t seat properly. I was not at home with all my tools, so I rubbed the paint off by rubbing it on the concrete till is slid in place perfectly. My guess is you’ve got some really thick paint stopping it from seating.
Don’t know where the ones we get here in the states are made, but I watched a YouTube video where they were being remanufactured in India and they were slapping the paint on really heavy.
 
No paint anywhere on any of these parts.
The pad can't drop down on to the 'bracket' because the caliper is holding it there.
I can't even push it down because of the locating pins on the back of the pad.
I'm thinking either the caliper mounting tabs are bent back, or the top of the bracket is bent forward.
Neither seems likely.
