Removed skidplate on 97 tj and found a round kind of barrel shaped bushing laying in it, bushing is solid, beveled on each end and about 2 inches long. HAVE no idea where it goes

Since it looks to be poly and doesn't look familiar it could easily just be road debris that hitched a ride.
