Is there access to windshield A-pillar brackets

Hi,
I had the windshield replaced on the sons 99 TJ today. I had to take off the aftermarket light bar bracket (was on when we purchased). When I did that, the bracket/threaded part inside the pillar fell. Is there access to this? I've fished it, but it's not 100% and want to make sure it's back in place properly. See picture with red circle and arrow.

There is access but not very big holes.

in the second photo the end of the zip tie is just barely visible as a white reflective dot directly above the UPC code on the green bottle.

I was surprised but it seems like you could work something all the way around the inside of the windshield frame if you wanted to.

largest access holes are on the very bottom of the frame.
 
In that diagram, if you remove the dash you have access to where screws 16 & 22 come through. I don't remember what access there is above that, but there is some space above it. I don't know if that goes to the windshield or not.
