97 TJ has a strange hum every 10 seconds

Our 97 got a check gauge light (off now), difficult to start and not charging. Went out to put the OBD2 reader on it (no codes) and noticed this strange noise every 10 seconds. Any idea what that is?

I had the reader on to figure out if I have an alternator problem or the computer.


 
It sounds like your ac compressor turning on. Pop the hood and go watch the clutch kick in with the sound.its short cycling so you are low on charge.

You can have your charging system tested by most parts houses if you can't do it yourself.

It’s not charging, battery is good so it’s alternator or computer.

Put the ac on max and see if it cycles like that or on vent without ac. You're probably low on coolant though.
