If the wires were shorted in The harness how would unplugging the washer pump fix it? You have a back feeding problem. Either a bad MFS or power back feeding through other circuits looking for a ground.
I have seen wipers come on with blinkers 2 times before and both were bad grounds. Your case could be something different, but I would eliminate the ground as a culprit first since it is very easy to do.
Remove the ground wire from the stud, jump it to a known good ground. The battery is ideal. If that doesn’t fix it then we can move on to the next likely item.

and we know its not the multi function. I replaced it and it was the same. OK I'll do the jump. Just scared to fry the system.

It is just a ground. Make sure it goes from there to the battery negative or shiny clean bolt on the engine.

Bravo bravo. Hats off to you. The ground disintegrated in my hands after taking it off this time. I sanded down the bolt and the circle thing. Cut out some fresh wire from the ground wire, clamped that in, and voila.

Which ground specifically?
 
I had the ground by the passenger side headlight break between the 2 crimps. It looked fine but wasn't. There are 2 crimps, 1 on the wire and 1 on the insulation. Stress pulling on the wire eventually caused all the strands of wire to break between those 2 crimps.
