did you order the correct length shock for your ride height and did you set your bump stops accordingly?

The "best" shocks are Fully tunable, Fox, or King smoothies with all the fancy HS and LS compression adjustments. They are about 500 a corner (or more). Use case doesn't matter because they are the best and you can tune them to your set-up.

lookin for budget non adjustable

yes in fact company i orderd from contacted me about lift height. the problem is i feel like im driving on a cloud no control of the body

Maybe some pictures of your lift, control arms, track bars etc would help.

I'm happy with my Black Maxx shocks but I did overload my Jeep and blew the rears. I'm pretty sure I need new springs.

Try 26 psi on road.

Agree with this. 35 psi is going to make your kidneys bleed.

I'm in a new to me 04 TJ with 31's. They were at 30 psi which was too much. Currently at 28, but probably going even lower.

For trails, even 15 is too much. Try 10 or 12. If you don't lose a bead at 10, maybe try 9.

Agree with the tire pressures. I have 32 x 11.50 Goodyear MTRs and run 26-28 on road. This pressure gives an even contact patch, higher pressure makes contact only in the center leaving the sides off the pavement, and is very hard rough ride. I air down to around 12 off road.

I also have Bilstein shocks. Recently replaced the Rancho 9000s and the ride is very similar with the Bilsteins.
