I feel like anything over 3k is a bit much for your average 25 mph zones. With the 6 speed I’ll cruise around around 2k.
Fortunately mine is blocked by the steering wheel so I forget it's even there.
I didn't look up the charts, but it appears I'm going about 72 MPH at 3,000 RPM in sixth. Does that sound right?

All late TJs have the light, even 05-06 and even autos. It is simply disabled in the 05-06 TJs and the automatics. In fact, the FSM points it out and calls it "not applicable".

So the light bulb was installed in the factory, never to be turned on
I'll go ahead and be the third person to say they eliminated the light before 2005. I think it was a 97-02 thing.
I had heard it was more of an emissions thing.
At what RPM should I be shifting? I've always shifted by feel but what is the textbook answer?
