Panel light fuse has dead short

my panel light fuse (& tj sport, 4 liter auto. Fuse 12 for panel lights blows immediately when I turn on head lights. I replaced head light switch that wasn't it.
I took instrument panel out and turned on headlight switch, that wasn't it, it still blew.
I'm trying to trace down that circuit to see what else might be on it. anyone have a good idea based on Knowledge. thanks for the help. if you know of someplace to find a good wiring diagram that would be helpful.
 
Sounds like a short to ground.

Most importantly, what year is your TJ?

You can find the FSM (Factory Service Manual) for your jeep here. It will provide all wiring diagrams for the entire vehicle.
 
I would check for frayed exposed wires by the headlight, maybe it developed a wear in the insulation and exposed the wire
 
Check the all the bulb sockets that hold all the lights that turn on with the headlight switch. Someone might have inserted them incorrectly, especially like one of the rear tail light bulbs which can be inserted backwards and cause problems.
