E-brake doesn't work

"If the brake shoes are not worn out and if the drum brakes are adjusted properly but it's still not holding, I'd give the nut on the parking brake cable bracket above & forward of the rear axle a couple turns. The brake cable may have stretched a little."

Same issue. In my case the lever seems to pull up with little effort. Unlike any other car that you have to muscle it a bit to bring it all the way. I think it has to do with the cable and not enough tension on it. Is there a visual walk through of how to tighten the tension on the cable? Not sure where I should be looking at

I have fairly new shoes on my rear brakes and twice removed the tire to check the routing of all the cables... lever still pulled straight to the top. Finally adjusted the bracket underneath a few turns and as said above.. did the trick on mine perfectly.
