Rear seat won't fold forward

Minor but annoying issue - my rear seat won't fold forward. The right springed hook at the floor doesn't completely disengage when I fold the seat down like it should. I can reach in and pull it lightly and it comes right back. This won't work once I put my trunk in though so I intend to figure out what's going on.

I tried drenching the spring and area with WD-40. No luck. So now I'm figuring I need to pull the seat.

Anyone ever experience this? I expect step 1 is a real good cleaning but wonder if I might need to replace or somehow tighten the coil spring.
 
On an 06 LJ, I had a similar issue (rusted rear seat and broken cable) wouldn't/ couldn't fold forward. With the amount of rust on the frame of the seat I decided to buy a new back seat.
The cables from the latch on the back seat broke on one side. I was able to remove the upholstery on the noon releasing side and found the latch to release. Once I got it out of the jeep, I stripped the upholstery (want to put the khaki one on instead of the black)
I can snap some pics later of the release mechanism.

But this is the right side of the seat back ( I separated the back and bottom) First pic is the seat back with the padding
2nd pic is the padding pulled back showing the release mechanism (brighter silver piece)
3rd pic is a close up
4th pic is a top view of the mechanism. If you pull the mechanism toward the cable stop, it will release the seat back
5th pic is the seat back with cable placement.

That's interesting and helpful. I had assumed it was rigged to release when you push the seat back forward but it looks like the hooks should release when you pull the handle. Definitely will need to check and lubricate the cables. Hopefully will find less rust!
