My trunk is always damp where my hand is and it continues down under the back seat in the very corner. I didn’t take a pic but also where the bar meets on the right side.

Are jeep tj trunks prone to rain water leakage? I havent been able to find where mine is coming in. I’m guessing the seals?
 
I used to have a similar leak every time it rained, for me it was from the seal that attaches to the hardtop for the window, it was letting water in on both sides where it'd pool up at the hardtop. A bit of RTV fixed that up for me.

Well I wondered if the previous owner tried to lessin’ the leakage with the rubber seal he put on top of the trunk door.

Definitely a possibility as well. On mine without that extra rubber there is still somewhat of a gap that you can see through, but I don't seem to get leaks through there.
I still get an occasional leak along the edges of the tailgate but I'm blaming that on my tailgate hinges not being too happy ;). It was much much worse before I did the fix mentioned above.

I really want to figure out this leak. I guess testimonials are a good way to go. I glued the door rubber seal to be a more attached so hopefully that helped. But I guess it didn’t because it feels about the same amount of wetness.

Trust me I've been driven to the point of near insanity dealing with the leaks in my TJ ;). I'd try starting by putting some RTV between the seal and hardtop I pictured above.

My hardtop is sitting on the garage floor buried under a ton of crap right now. You just need a strip that will let the water drip off but still clear the tailgate when closing. I think mine was just a 1/4" thick strip along the outer edge.

My hardtop seal leaked around the top of the glass. When it rained water would roll down the inside of the back glass, onto the tailgate and causes the carpet to be wet just like that. Grab a water hose and have somebody sit inside the back of the Jeep and look for the leak while you spray the area

I purchased and installed a hardtop on my Jeep last year. Had a problem with the back glass leaking. Unlatched and loosened the hardtop bolts then adjusted the hardtop position which allowed the back glass to fit flush against the seal stopping the leak. My glass was leaking at the top so I moved my top back. You are only able to move the top slightly but the small moves will help the rear glass seal. You can also make adjustment the rear glass to help with sealing issues.

My old soft top got to where I couldn't zip the rear window down fully. Both sides the zipper would stop about 2-3" from the bottom and I didn't want to risk tearing anything so I left it that way. Heavy rains i'd only get a little bit of water on the top of the tub where the roll bar bolts down. Never seen a trunk leak like the OPs before.

Does your hardtop have vents? (All 97-02 hardtops should.) Vents are often known to leak. Maybe test the vents by hitting them with a hose
