What are these brackets for?

I used those to attach the child seat latch system and I believe that’s officially what they are for. Only works in the center but that’s the only place a backwards facing child seat would fit anyway.
My 03 has LATCH and the buckets for that is in the seat itself, not the floor. I don’t have those brackets on mine. LATCH is 03+ based on my research. This may be for something pre-LATCH.
My 06 has both the latch and the pictured loops. They are easy to remove though, so maybe yours were?
That may be it. I’m not the original owner and given his other hack jobs, I wouldn’t be surprised.
