Is this TJ with frame rust worth buying?

It hasn't had rust cut out and been capped, there are no new weld lines, tap it all over the frame and see if you can hear any difference at varying points. or internal rust dropping, a sure test would be to try and undo the skid plate bolts to see if they spin and if not even drop the skid plate. The bits that were too hard to paint dont look too bad just surface rust.
 
I'm not seeing a cap, they get welded to the upper side of the frame, it's pretty obvious even if painted over.

Trust me, there's a cap there. You can't even see the big frame hole.

I didnt say I did? But all the repair cap vids I have watched have shown welds, I think perhaps you read me wrong? Mine has the hole and does not extend under the mount but the OP,s pics do so I was saying you were correct lol

Ah, I'm sorry, I thought you meant you had to go check your Jeep because it had Safe-T-Caps and had to confirm. I was like, no way this guy has rust issues in Australia!

We live mostly within a few miles of a beach in Australia and they are taken on the beach 2/3rd of the year and used a lot for launching dinghys, also in Western Australia its iron ore country and that causes massive rust problems, nobody buys a vehicle from up north or used up north but many repair or try to fix the rust before selling (usually shonky used car dealers) Iron Ore is worse than salt.

It looks like a patch job of some kind, but safety caps extend further forward, you wouldn't see the frame holes in front of the control arm mount either.
You're right that it could be some kind of janky patch job. However AutoRust does make sections just for the rear that don't extend to the skid plate. Part of why I was saying whoever did this job cheaped out, because they probably needed the full-length caps that replace the belly section too.

Actually, you're right; those aren't Safe T Caps, which extend a bit further. They look like Pocono caps.
