I installed new battery cables but my Jeep won’t start now. Starter engages but the engine does not turn on. What could be my issue?

The only leads there should be attached at the battery would be the positive from the alternator, the positive that goes to the starter, the positive that goes to the Power Distribution Center, the ground that goes to the engine block stud and the ground that goes to the stud on the fire wall.
When you stated above that you did not forget to hook up the ground cable; does that include the other wires that connect to the same stud as the grounding cable?
Also take a look thru all the fuses to see if one may have blown....
Do you hear the fuel pump run for about 3 seconds when you first turn the ignition switch to ON ? IF not... check the relay to see if you feel a click.

I have fuel in the tank. Just went through and tightened all ground cables which are in their correct locations making proper connection. I do hear the fuel pump when I move the key to on.

Burp the schraeder valve and then test the fuel pressure at the schraeder valve on the fuel rail to ensure you have pressure of 49+ psi.
What do you mean by “burp” it? Also I can’t seem to locate my valve

There is a Schraeder valve with a cap screwed on between injectors 2 and 3 facing towards the drivers side of the fuel rail.
Either you have an aftermarket fuel rail OR they discontinued the Schraeder valve in later production years.
The 97, 98, 99, 00 and 01 that I have worked on have the Schraeder valve.
