I agree with Chris. A lot of depends on just how much work you want to put in it. Oil leaks are generally pretty easy to fix (except the rear main, this one just sucks). As long as nothing is rusted through, clean up the rust and put some rust inhibitor on it. Then I would do the lift and such.
Could be the internal amp inside the radio. I would try swapping a speaker with a new or known good one first to rule those out. Then I would try swapping the head unit.
Yes, wet sand with a high grit to knock down the rough texture from spraying. Just a light sanding though, don't over do it. Then rinse and let dry. After that, apply paint. I would 3 coats of paint, lightly wet sand in between each coat.

Maybe you just lucked out and got a quality set. Mine are about 2 years old and are faded and coming apart. They were put on by the PO, so I don't know what brand they are.
