frame rust

Dodge/jeep dealership did a diagnostic on my “new” 2000 sahara and found so much rust on the frame they aren’t even confident of a weld repair. I sent the videos below to an independent jeep mechanic, and he agreed. I need ideas. I read something about caps in this forum. Help...
