inconsistent issue

Hi All, would love some advice. I have a 1998 Sahara Wrangler, I had brought it in due to inconsistent idle issues/choking out. What happens: 1) Start the ignition 2) Revs high, around 1500 rpms, and if I just sit there, it fluctuates. 3) Put it in drive or reverse, and it drops super low...
