What makes the 04+ different from the 2000+ California emissions that has 3 cats?

I am not sure but I think it may be the way it attaches at the manifold and where the cats and o2 sensor holes are located.

According to Holly's website the exhaust manifold is the same.

No clue then. Looks like the flow of the pipes is a bit different and for whatever reason the 2000-2003 sets only come with the upper two cats.
