97 4.0 5-speed won't crank (help in Austin?)

Hi All!

I'm new to the site, looking for some assistance. My TJ has fired right up every time for the three years I've had it, until this week. Picked my son up from school in it, 20 minutes after we get home I go back out to head to the store and run into this situation: Dash comes on, radio on, but won't turn over. I can hear what I think is the fuel pump but there's no clicking or any other sounds. Headlights, turn signals, hazards, wipers all work if I try them.

It's later that night when I can do some research and find folks with similar symptoms have a broken ignition switch actuator. I pulled the steering column apart to check mine out but it was still good. While in there I also used a screw driver to turn the ignition switch but it did the same thing, still not cranking.

The following morning I pulled the battery and took it to get tested. They guy said "it's showing its age but still good", reading 12.39v. So I put it back in, try the ignition switch with screwdriver again and it fires up like normal! Except.. now the turn signals and hazards won't turn on. Knowing I haven't really solved anything, but hoping it would last until finding the permanent solution, I put everything back together, testing along the way. I probably fired it up a dozen times before it reverted back to not turning over, and now it sits immobile again.

While I'd love to learn how to test the various electrical components to track down the issue(s), I'm having a real bad time following along with written descriptions of the process, and youtube hasn't turned up what I need to see. If anyone could point me toward a walkthrough either video or with good pics I'd be so grateful. Bonus points if there's any experts in the Austin area willing to give me a quick lesson in person

I'd start off cleaning your battery terminals, and all your grounds...you've got one on the driver's kick panel back by the clutch switch. Under each speaker cover. Firewall between the valve cover and battery. Engine above the oil filter. Another by the coil. Two by each headlights.

So I cleaned up the terminals and all grounds listed above, no improvement so far. But I notice that there is one click now when trying to start
 
If you crank it over check for 12v on the little wire on the starter.

That'll let us know if it's the Jeep or the starter.

Alternatively put the key to run and jumper the big and little terminals and see if it starts.

By little wire, do you mean this circled here in red?

Bingo.

The big terminal hooked to the battery should have 12v.

That little terminal will get 12v when the ignition cranks over and everything in the ASD relay is working.

That 12v actuates the solenoid and connects the two big wires together running the starter and cranking the engine.

Ok great. I’m not reading any voltage on that little terminal when turning the ignition though

Gotcha...so that means something in the ASD circuit is interrupting power.

That can be the clutch (manual) or neutral safety switch (auto).

You can look in the factory service manual for the fuses and relays in play... there's a troubleshooting guide.
