Instrument panel in my 1999 Jeep Wrangler is not working properly, it randomly quits working, sometimes it turns back on. Usually you have to restart the car first. Everything else works well.

99% chance its the connector into your cluster. I think Chrysler sent out a TSB for a solder joint as well. If you can solder, sick. I would clean and make sure the connector is fully seated. Maybe use some electrical tape seat it firmly in place.

There was a Chrysler TSB addressing this issue.
TSB #8-15-99 involved installing two replacement BUSS connectors with wiring pigtails that would be spliced into the existing wiring harnesses. These are the two plastic multi pin female connectors are what the instrument cluster snap into to provide communications from the ECM.
That TSB was originally created to address that same problem on XJs where the BUSS connector clips formed oxidation that appeared as black specks interfering with the ECM communications.

Holy crap. I looked up the TSB you listed, and the described faults are exactly what has been going on intermittently for 3 years in my son's XJ. I have been chasing grounds constantly in that thing to no avail.

I really appreciate this! I'm 99% sure this is the problem, and will be pulling the gauge cluster (for like the 5th time) to investigate on the next warm day I have off!
