From my understanding of Australian vehicle rules and regulations...this being all YouTube from Mighty Car Mods, Turbo Factory, Benny's Garage and 24/7 4WD...it would probably need to be engineered and approved.

You aren't going to find many if any on here that will support those stupid looking grilles. I have no feelings and nobody loves me, Mate ! Maybe you Auzzies like them though.

To seriously address the OP's question, the only reason I could think that these might be questioned is the fact that they block part of the headlamp, which can change not only the amount of light that comes out, but also the pattern with which it comes out.

If the grill has been tested not to negatively impact the pattern of the light such as to result in detrimental effects in safety and not reduce it below legal minimum light output, it might be fine.

I'm not familiar with Australia law at all, but I would take a guess that if things like headlight/taillight tinting or heavy window tinting are allowed, this would probably also be okay.

Practically, odds are even if it was illegal, most police officers aren't going to have the equipment and qualifications to test the light pattern and intensity. Really the only times it might show up are annual safety inspections, or if you get in a wreck and the opposing lawyers really need something to fault you for. (Or perhaps if you really annoy a police officer.)

Here in PA, fender flares exceeding three inches in width are illegal. This means that every Wrangler produced since 1987 would technically fail inspection from the factory, since there isn't an explicit disclaimer allowing OEM flares. However, it is pretty much an assumed rule of thumb that factory or near-factory equipment is acceptable, even if not encoded in law. So it is one of things that is not enforced in practice, even if it is the letter of the law.
