Airbag light is on and cruise control and horn do not work

Looking at my wiring under the dash! Wish I hadn't. There's several wires that have been cut and spliced, Anyway, Would it be prudent to check the wiring from the PCM to the servo 1st and make sure I have continuity? As I'm looking at the front of my Jeep, the PCM is C3 C2 C1. Where would I check the continuity for the ground? From the C32 pin (RD-LG Red and light green stripe? to the clock spring of the same color? Trying to understand what I'm doing and how this all works.
 
Quick update: My horn decided to spontaneously active on its own in the driveway this morning. It's been raining quite a bit and is very humid. After some research, I believe the clock spring got damp. Looks like its leaking in on the passenger side behind the valve cover, where the cowl enters the firewall. It's wet around the the top. I just happen to have a catch basin in the passenger floor board. Time to hunt this leak down.
