I'm not 100% convinced they're legal in all of the lower 48. I suspect just like pulling double trailers some states don't allow it, others have restrictions on the type of license you have to have... Yada Yada etc. etc. I kind of get the whole making sure someone is competent enough to handle something like that but I don't agree with the government over reach.
