Are these fender “nuts” replaceable?

First pic is where the passenger fender mounts to the tub, bottom hole. Second and third pics are where the left and right fender supports(?) mount to the tub, lower set of holes. Obviously I've broken a few bolts.

If I can't get them out without destroying the "nuts" can the nuts be replaced and how would y'all suggest I go about replacing them? Are they nutserts or something else?

Use a grinder to grind them flat, carefully drill dead centre of the broken bolt and re-tap the hole to the original size.
Thats exactly the way I fixed one of the fender to tub bolts that broke on my Jeep
 
So then all of these are nutserts and it’s just a matter of getting the proper size(s) and installing them. Awesome, thanks for pointing me in the right direction!
 
For the record, the blind nuts in the tub where the front fenders and front fender supports(brackets) attach are not nutserts or rivnuts, they're nuts that can be drilled and tapped if need be.

If you drill smaller, slowly going bigger, you can often get the bolt stub out with out damaging the nut thread.
You’re right. This is a skill I’ve learned since owning a Jeep. Lol

I was mistakenly under the impression that these were nutserts.
 
Reverse twist bits are made for jobs like this. They will often unscrew the bolt shaft as they spin. The heat and bite from the drill bit turns them loose. Reverse twist bits are rarely needed, but are more than worth it to have a set in your toolbox for occasions like this.
 
Today I tackled my fender mount issue; this is an 8mm nutsert with DIY nutsert tool inserted and a good amount of "corvette glue" , I can be a belt and suspenders guy sometimes. LOL. Nutsert went in easily and after some cleanup looks like it will work. (sorry for the blurry pics)

Next I tapped the nuts/holes that I didn't totally screw up, two are 1/2- 13 and two are 3/8-16. Since 1/2" is a little large for the application I made a couple "Heli-coils" by drilling and tapping (8mm-1.25) a couple 1/2" bolts and cutting them to length. Put some red loctite on them and screwed 'em in.

I'm very happy with the results and I'm sure the fenders won't know the difference!

What is “corvette glue”? I’ve never heard that term used. I’m guessing something like JB Weld?

It's a two part polyurethane adhesive, it comes in a double, kind of caulking style, tube that fits into either a hand pump gun or an air powered gun and I think battery powered as well. I'ts literally used to glue corvettes together. Strong , durable stuff! I don't know where you would buy it, there was a small amount left in a tube at work that I used.
