Axle bushing not fitting control arms bolts

I’m replacing my axle bushings for my front upper control arms and I had a set from Napa that was a bit loose for the bolt and the one from extreme terrain is the same. The bushing sleeves have little nubs on the inside but they don’t grab the bolt and I’m not sure how they would. Is there something I’m missing here this just isn’t making sense??

It doesn't work that way.
The bolt does not have to be tight (or even touching) inside the bushing sleeve.
When you torque the bolt, it squeezes the bracket which holds the sleeve.

I found the same thing. The parts store had two Moog boxes with the same part number. One had the nubs to fill the gap and the other had a smaller inside diameter sleeve. Kinda strange for sure.
