Bought my '04 TJ with this already installed, but I'm a disposable-filter guy so I replaced it with a stock intake. It is complete. Just pulled it off yesterday and packed it in the same box the stock unit arrived in. Filter at a minimum needs to be washed/refreshed, or maybe replaced altogether.

NOTE: including 3 extra screws, but you'll still need the nuts from your stock unit.
