I cut open a ton of oil filters, and also follow Bobistheoilguy.com forums. The best filters right now seem to be anything made by Premium Guard. They have plants in Vietnam, Korea and China, but the quality seems to be very consistent. They make several brands of filters including Ecogard, Service Champ, Carquest, and some of the O'Reilly's and Napa filters. I currently have an Ecogard Synthetic filter on my 2019 Grand Cherokee 5.7L V8.
Fleetguard and Donaldson are great quality but can be difficult to source locally.
The problem with a lot of the popular filter brands is they seem to be constantly changing ownership, and then the quality takes a huge hit. I've cut open Mopar and Purolator filters that have looked terrible, and they used to be all I ran a few years ago.
