Blower Motor Fan

I have had a bit of a problem when I decided to take my jeep for a swim. I was able to get it cleaned up and running but have run into a problem which hopefully someone can help me with. I was blowing the 10 amp fuse in the internal fuse box behind the glove compartment. The 10 amp fuse would blow each time I turned on the blower fan and it did not matter if it was also engaging the air conditioner or not. I figured that it must be the blower fan had seized up or had water in it and installed a new one but the same results, blown fuse. I then put a meter on the plug that goes into the blower fan and it registers 12 volts on each leg of the plug. So my question is, how does the blower fan get grounded and should there be 12 volts on each leg? There are only two wires hooking onto the plug that goes into the fan. Thanks for any help--CS
 
The 10A fuse #8 supplies the Blend Door Actuator.
Disconnect the harness for the actuator and see if the fuse blows.
Download the FSM using the link above; look in Section 8W pages 42-2 & 3 for the A/C and Blower Motor wiring schematics.
