Brake light on.

So my 2006 Jeep brake light is illuminated and has the audible warning. I've read somewhere that sometimes you can reset it by starting the vehicle and do a few hard brakes on the pedal (like an emergency stop) I've done that and the light does go away. Unfortunately it comes back on shorty after driving. Also, I've jacked the rear end up and had somebody hit the brakes and the wheel continues to turn about a half rotation before it grabs. I'm convinced it is either the master cylinder, or the proportional valve. Because of the wheel still spinning I'm leaning towards the proportional valve, but is there anything else I can do to narrow it down further? Thanks
