Can anyone tell me how rough it is to get up there? I've got a TJ with '35 and Dana 44 back 30 front with no lockers

Yes. Otherwise you can take a series of trails (Middle Fork, Swan, Deer Creek, Saints John) to get there from the Montezuma side.
Webster pass itself isn't much to speak of as far as difficulty, any stock TJ could do it.
Red Cone is marginally more difficult, but mostly just on optional lines (the red rig stuck for a second in that video above is mine, optional line, didn't turn on lockers before trying). You'll be flexing a little a few spots but overall that's a moderate trail. The biggest reason Red Cone is rated >moderate is because of the steep section coming off the summit. The consequences of bad driving are severe.
