Can I fit 37 inch tires with no lift?

Absolute negative.

31's are the max you can run on no lift, and they often rub.
 
Has it been done? Yes
Should it be done? That’s up to you. But I will tell you that the stock suspension travel is marginal at best with stock tires. You add all that new rotational weight, not only are your brakes gonna cry but the ride would be so harsh it would not be pleasant to drive. Even on the street.
 
I have not looked into any other Jeep line beyond the TJ so I dont know if you are serious or not. I see they come with 33's.

I'm serious. The JL Rubicon (must be a Rubicon model) comes with highline fenders from the factory. You can fit a 37" tire on them without a lift pretty easily.

Of there's other things to consider when doing so (i.e. loss of up-travel), but if all you were concerned about was fitting a 37" tire with no lift, then a JLR would be the ticket.
