Changing Soft Top and have rust on frame

My current soft top is beyond repair so I am in the process of changing it to a brand new one. When removing the top I noticed a lot of rust in the upper right and left corners where it is screwed into the bar. (I had to drill out the screws to remove them) I am contemplating if I need to replace the entire frame (was quoted about $350) or if I can try to repair the area in some way. Any advice would be greatly appreciated.
 
Have you tried to find a used frame on Craigslist? When I was looking at new tops, I know I seen quite a few listed for reasonable prices.
