The voltmeter indicating 19 often means nothing more than the battery connectors are loose, dirty, or corroded indicating the alternator is not seeing the voltage from the battery. Wire brush both the connectors and the battery posts after physically removing both connectors. Even if they look perfectly fine they can still have a bad connection to the battery.
The ECM may not be seeing the system voltage due to dirty or loose electrical connections.
Check the three 32 pin harness connectors for oxidation on the pins and clips; then firmly snap the harness connectors into the ECU receptacles.
