Cleaning out the back for new paint

Anyone know what this stuff is? Figured I'd ask before I hit it with the angle grinder

Is that a plate glued down to cover a hole? With some kind of lining applied over top of that?

What did your angle grinder say?
 
I wonder if a little heat would make it more pliable and easier to scrape out, if OP wants to

Heat will make a big difference. I just pulled my rollbar out recently and use a mapp torch to soften that crap up. The bolts holding the roll bar were covered in that stuff and I had to dig them out to remove them.

@thomat65 hopefully there's no inkling of rust under it. Main reason I'm doing this is to prep for lining the rear, there's a couple of small surface rust spots I want gone before I even think about the lining though.
