Cold air in passenger footwell

2000 TJ. Diving around in 25F weather lots of cold air blows in on passenger feet. HVAC set for hot, and hot air is working fine. Recently cleaned debris out of blend door area and ensured blend door works properly and freely. Feels as though it is coming in along the passenger wall around glove box height ( as far as I can stick my hand up under there). Driver side no problem.

While driving at 40mph, noticed that the faster the fan is set, the less cold air comes in there. Low fan speed gets lots of cold air. By fan mid-speed, virtually no cold air. Also setting blend to Off (no vents) gives cold air. I suspect this is cabin air pressure related.

Recently installed air vents on the external fender, just behind the front wheel well, and this made it worse.

Any ideas?
 
Sounds like you might be missing one of the drain plugs on the passenger footwell.
 
Check the gasket between the top of the a/c box and the underside of the cowl where they meet.
 
Given your location, any rust in the cowl area?
