Did I get a bad Bosch fuel pump

Install the new Bosch fuel pump after having 0 psi to the rail. Install the new pump and got the tank back in and now only have 35 to 40 PSI at the rail. Engine cranks and starts to fire and then stops. Also flashing check engine light. And engine code p0627 after extended cranking it.
Coil pack is new and Hitachi brand and NGK spark plugs.
Also have a new PCM from Wrangler fix.
Very frustrated was a PIA dropping the tank. Any other fuel regulator to check?
 
Did you see debris in the tank when you replaced the fuel pump ? Sucked up debris into the filter?
Is the fuel pump sucking air thru a loose connection in the fuel tank.
Verify there are no leaks in any of the fuel pump connections.
Ensure the fuel pump relay is supplying the proper voltage to the fuel pump.

Okay you are into something, disconnected my pressure tester and had lots of air bubbles coming out with fuel. Will look into the lines more. Thank you a ton
